Public consultation on the proposal for a regulation to combat imported deforestation

On 17 November 2021, the European Commission presented a proposal for a Regulation to combat imported deforestation (Proposal for a Regulation of the European Parliament and of the Council on the placing on the Union market and on the export from the Union of certain commodities and products associated with deforestation and forest degradation and repealing Regulation (EU) No 995/2010).

The proposal seeks to curb the effect on global deforestation of the consumption of certain products in the Union. To this end, it imposes requirements on the import, export, production and marketing of such products. The raw materials that this proposal will affect are cattle, cocoa, coffee, palm oil, soybeans and wood, as well as some of their derived products. This proposal will also repeal the European Timber Regulation (EUTR) when it comes into force.

In relation to this proposal, within the framework of the “Agreement for the improvement of the negotiation process and incorporation of European Union law into the domestic legal order”, approved by the Council of Ministers, the Impact Study of the European Legislative Proposal in Spain (EIPLE) will be prepared. This study will be carried out between the four departments competent in the matter: Ministry of Agriculture, Fisheries and Food, Ministry of Industry, Trade and Tourism, Ministry of Finance and Public Service and Ministry for the Ecological Transition and the Demographic Challenge.

During the process of preparing the EIPLE, it is necessary to establish a process of public participation so that citizens, interest groups, business and trade union associations, research firms, experts or any sector that considers itself affected by the legislative proposal can express their opinion.

To participate in this process and present your opinion on this legislative proposal, you can access the public consultation that will be open until January 20, 2022, through this link:
