Progress on implementing the KunmingMontreal Global Biodiversity Framework

This report, commissioned by the European Parliament's Environment Committee, provides an overview of progress to date on the Kunming-Montreal Global Biodiversity Framework (GBF). It outlines milestones and timeline for implementation, and critical issues currently affecting discussions and progress ahead of the next Conference of the Parties (COP) to the Convention on Biological Diversity (CBD).

Parties will meet in October and November 2024 at COP16 to discuss the progress of the agreement and conduct a global analysis of their revised National Biodiversity Strategies and Action Plans (NBSAPs). However, so far only a few have completed their national planning with the new global goals. The European Union has presented its EU Biodiversity Strategy to 2030 as the EU's NBSAPs.

The report discusses progress related to developments and support for implementation across all goals, including resource mobilization and monitoring framework and mechanisms for reporting and reviewing, which are crucial to ensuring the success of the GBF. Work is under way to develop headline indicators for all 23 targets, but some are still missing and for others, methodologies and/or data are poor. Mobilizing adequate funding and increasing coherence and cooperation among the various initiatives remain critical challenges for GBF implementation.

The report also provides a perspective on progress towards achieving the MGB's individual objectives, which has so far been variable. Some targets have been targeted and collaborative, but many of the less quantifiable targets appear to have made little progress and lack coordinated institutional support. The briefing should provide guidance to outgoing and new members of the European Parliament on what they should focus their attention on in the remaining time before CBD COP16.
