Subnational governments play a critical role in meeting national and international biodiversity commitments. Drawing on the policy practices of Scotland (UK), France and other signatories to the Edinburgh Declaration, this paper provides an overview and analysis of subnational strategies, plans and mechanisms to ensure policy coherence and coordination.

The publication examines policy instruments that subnational governments can leverage to achieve positive biodiversity outcomes. Its pages highlight, among other things, the need to:
  • Develop clear and measurable biodiversity targets at the subnational level.
  • Incorporate biodiversity considerations into subnational climate action plans and urban, rural and regional development strategies, plans and instruments.
  • Promote nature-based solutions at the subnational level to harness synergies between climate change mitigation, adaptation, and biodiversity.
